This upskilling session will be delivered virtually by Paul Bowden, Partner, Wilkin Chapman. It will be to Local Authority Revenues Practitioners who are looking to explore debt recovery solutions beyond Enforcement Agent and Committal action. The session will also consider how debts are bound by insolvency action that is not instigated by the Local Authority.

- Contingent liabilities
- what are they & case law?
- what impact do they have – how to deal with impact?
- How to manage and deal with the different types of insolvency events.
- Corporate:
- Filing proofs of debt.
- Engaging with Insolvency practitioners.
- An overview of CVA, liquidations, administration and receiverships.
- Proof of Debt for a debtor led insolvency:
- Detailed explanation as to how it is created by the OR/IP
- Where it might go in the Council/ what process to put in place
- What it means
- What debts should be included (sundry, local tax, parking, FTA, rent arrears? etc etc)
- How to gather together information to complete it?
- Personal
- An overview of IVA, DRO and bankruptcy
- IVAs
- Scenarios when to challenge and when not to – realistic examples – question whether should or shouldn’t etc.
- Account management
- What to do with accounts when liability doesn’t match entitlement to collect
i.e. do you end the pre-insolvency account and reopen a new one and if so, when (i.e. contingent liability issue)
What to do with debt (write off or leave on an account?)

Programme Changes And Cancellation / Rescheduling Of Events
The Institute will make every effort to give delegates as much notice as possible of any programme changes or the cancellation / re-scheduling of an event. However, it does reserve the right to make changes to advertised programmes and to cancel / re-schedule events. In the unlikely event of an event being cancelled / re-scheduled, either a full refund will be made or alternatively, any fee paid will be credited against a future booking. The Institute will not be liable for any travel and / or accommodation costs incurred by the attendee should an event be cancelled / re-scheduled.
VAT Receipts
On receipt of the registration form with purchase order number the IRRV will issue a receipted VAT invoice at the prevailing rate. Payment must be received in advance of the event. The Institute reserves the right to refuse admission where delegate fees have not been paid.
Cancellations
Cancellations made 2 weeks before the meeting will be subject to an administration charge of 50% of the fee plus VAT. Cancellations after this date are liable for the full registration fee. A substitute delegate is welcome at any time at no extra charge.
